Continuous Quality Improvement Support Services

The State of Colorado Judicial Department requires continuous quality improvement support services. The selected vendor must provide guidance, technical assistance, evaluation, training, targeted support, resources, and conflict resolution assistance. Requested deliverables include performing root cause analysis, completing complexity mapping, developing a theory of change, creating project-specific action plans, establishing an evaluation plan, and providing skill-building resources. Performance of the offsite work is limited to onshore organizations based in the United States. Vendors must organize and upload their submission packet in a specified order, including a cover letter, business organization statement, current Form W-9, affidavit of non-collusion, exceptions to agreement, subcontractor information, signed pricing response form, and a Colorado Secretary of State Certificate of Good Standing. The department evaluates proposals based on organization and resources, quality and content of services, experience and past performance, approach to project, proposal fees/cost, and program goals and timelines. All questions must be submitted no later than October 8, 2026. The contract term is one year, and bidders must submit their own proposed pricing inclusive of travel, scheduling, administrative work, and reporting.
