Employee Payroll Service

The Town of Guttenberg seeks qualifications for an employee payroll service. The requested scope includes online data entry, payroll check and report delivery by courier, direct deposit, check signing, tax payment and filing services, employee training, implementation, online services for employees, state pension report writing, vendor conversion, payroll previews, year-end reporting including W-2 and 1099 processing, benefit accrual tracking, general ledger export files, and help desk support. Only onshore USA organizations are eligible to bid. Candidates must comply with affirmative action requirements, possess significant payroll management experience, and provide proof of a New Jersey Business Registration Certificate. Bidders must deliver one original and one copy of the submission by Wednesday, October 14, 2026, at 10:00 am to the Town Clerk at 6808 Park Avenue. Submissions must include specified forms, proof of insurance for at least $500,000, and an SSAE 16 report. The Town evaluates proposals based on experience, references, cost competitiveness, and other relevant criteria. Page 1 notes contract periods of January 1, 2027, to December 31, 2027, and January 1, 2025, to December 31, 2025. Bidders must submit all-inclusive cost details with hourly rates, time estimates, expenses, and a total cost.
