Progressive Design-Build Feasibility and Project Management Consulting Services

The Midway City Sanitary District seeks proposals and fee schedules from qualified consulting firms to deliver a comprehensive feasibility study on using a progressive design-build contract procurement process for sewer system capacity upsizing projects. If deemed feasible, the selected consultant will provide project management support, including developing a project schedule, drafting and issuing a Request for Qualifications, managing the review and selection process, assisting with developer/contractor negotiations, and serving as owner’s representative during construction. Only onshore US organizations are eligible to bid, and performance of the work takes place onsite in Westminster, CA. Bidders must submit questions by October 7, 2026, and submit final responses digitally via email or online by 1:00 PM on October 19, 2026. The evaluation criteria include the qualifications of team members to deliver the scope of services, as well as the proposer's experience and track record in preparation, cost estimating, life cycle costing, and risk analysis. Proposers must include a fee schedule without mark-ups for overhead and profit, with the final fee established up to a maximum amount determined through negotiations.
