Drainage Assistance Program Services

The City of Raleigh requires drainage assistance program services for the Lord Ashley project, which spans less than one acre at 200 Lord Ashley Road. The requested scope includes demolishing existing infrastructure across private property and the right of way, as well as installing improved stormwater drainage systems consisting of catch basins, pipes, curb, gutter, and necessary construction appurtenances. To be eligible, bidders must be US organizations licensed under North Carolina General Statute Chapter 87, obtain official planholder status through Duncan Parnell, and submit a five percent bid security. The buyer will hold a non-mandatory pre-bid meeting on October 8, 2026, at 1:00 PM and accepts emailed plan questions until October 15, 2026, at 12:00 PM. Bidders submitting "or-equal" pre-bid requests must do so within 10 days of the advertisement date. Bidders must deliver mail-in sealed bids by October 28, 2026, or submit in-person sealed bids by October 29, 2026, at 2:00 PM to 222 West Hargett Street, Raleigh, NC. The buyer will evaluate bids based on the methods in the Instructions to Bidders and award the contract to the lowest responsible and responsive bidder, taking into consideration quality, performance, and specified completion time.
