Electrical Safety Program Consulting Services

Tacoma Power requires a comprehensive evaluation of its electrical safety program, including recommendations to strengthen the program, an assessment of its current state, and a roadmap toward a sustainable program aligned with regulatory requirements, industry standards, and electric utility best practices. The selected contractor must perform the work offsite over a one-year contract term. Only onshore USA organizations are eligible to bid. Bidders must submit all questions by October 2, 2026. Proposals are due by 11:00 a.m. Pacific Time on Tuesday, October 20, 2026, and may be delivered by email to [email protected] or in person to the lobby security desk at the Tacoma Public Utilities Administration Building North. Submittals must follow specific formatting rules and remain under a 10-page double-sided limit, excluding required forms and resumes. A Selection Advisory Committee evaluates proposals based on 100 maximum criteria points: qualifications and experience of the firm (20 points), qualifications and experience of key personnel (20 points), project examples (20 points), fees, charges, hourly rates, and billing methods (15 points), client references (10 points), and reporting capabilities (5 points). The buyer is seeking proposals to determine the budget and requires contractors to maintain commercial general liability, commercial automobile liability, workers' compensation, employers' liability, and professional liability insurance.
