Operational Organizational Assessment Services

Horry County Government is seeking sealed proposals for an operational and organizational assessment for the Horry County Police Department. The selected consultant must conduct a comprehensive operational and organizational study that evaluates operations, staffing levels, structure, resource allocation, and departmental culture to provide data-driven recommendations that optimize efficiency, enhance public safety, support officer wellness, and strengthen community relations. Bidding is restricted to onshore USA organizations that are licensed to do business in South Carolina and possess all required insurance coverage. Proposals and required forms must be submitted electronically through Horry County’s ebidding software, BidNet, no later than October 12, 2026, at 2:00 p.m. local time. The deadline to submit questions is October 6, 2026, at 2:00 p.m. local time. An evaluation committee will score and rank each proposal to determine the most advantageous submittal based on evaluation factors set forth in the RFP, including past and current performance on County contracts. The contract period will last for one year, and no specific budget is provided.
