Environmental Impact Report and Technical Studies Service

The City of San Clemente Planning Division seeks qualified firms to prepare an Environmental Impact Report (EIR) and related technical studies in accordance with the California Environmental Quality Act (CEQA). The required scope covers a 1.58-acre proposed development of six single-family detached dwellings at 320-326 La Rambla and 312-314 Boca Del Canon, which includes creating public easements for beach access and a lookout area, widening a bluff-top open space, adjusting lot lines, and abandoning a paper street on a site containing a landslide area. Work will be performed both onshore and offsite/onsite. Bidders located in the USA (onshore) are eligible to participate. Proposals must include a staff organization chart, minimum two-page resumes for key staff, a statement of commitment regarding assigned staff, and details regarding current staffing, workload, and availability. All questions must be submitted no later than October 9, 2026. The contract term is for one year, and the budget requires bidders to submit a proposal.
