Update Transit System Update Consulting Services

The City of Norwalk invites bids from qualified firms to provide consulting services to update the Norwalk Transit System's existing Title VI Program in compliance with FTA Circular 4702.1B. Vendors must perform the work offsite. Only onshore USA organizations registered on the City of Norwalk PlanetBids online portal are eligible to bid. Bidders must submit proposals electronically through the PlanetBids portal by 11:00 a.m. PDT on Wednesday, October 21, 2026, including the RFQ form, references, certifications, and the price sheet in the cost file. Bidders must submit all written questions by Wednesday, October 7, 2026, at 5:00 p.m. PDT. The buyer will evaluate findings and select proposals determined to be most advantageous regarding price, specification conformity, and other factors. The contract term runs from the issuance of a Notice to Proceed through project completion. Bidders must provide proposal pricing that remains valid for 180 days.
