Assistance Consultant Services

The County of Ocean seeks a consultant agency to provide Consultant Services Assistance for Ocean County Veterans for a one-year contract term. The scope includes daily and as-needed employment services, transportation, emergency shelter referrals, homeless prevention, subsidized housing placement, disability claims assistance, military records acquisition, homeless and senior veteran services, nursing home applications, IRS intervention, and drug or alcohol detoxification and rehabilitation referral services. Work will be performed offsite in Toms River, NJ. Eligible bidders must be USA onshore organizations with a minimum of two years of experience providing consultant services assistance for Ocean County Veterans. Bidders must submit proposals electronically; submitting manually or sending hard copies causes rejection. Submissions must be received prior to 4:00 PM prevailing time on the specified due date. A committee designated by the Director of Ocean County Veteran Service Bureau will review and rank responses based on four weighted selection criteria: Proposer’s Understanding of the Project (30%), Experience and Qualifications (30%), Contractual Conditions (20%), and Cost (20%). Once proposers are rated on non-cost factors, the County evaluates cost proposals for the highest-scoring vendors and awards maximum cost points to the lowest-cost proposal. The County Board of Commissioners will make an award decision within 60 days after receiving proposals.
