Regional Transportation Planning Service

The City of Cape Girardeau seeks statements of qualifications from interested onshore USA firms to provide regional transportation planning services for the Southeast Metropolitan Planning Organization (SEMPO). Selected consultants will sign a General Services Agreement for a one-year contract term and perform work on-site via specific task orders. Requested services include preparing mode-specific plans, conducting traffic studies and modeling, executing data collection and analysis, administering grant programs, supporting committees, updating core agency documents, and conducting public outreach. To be eligible, responding firms must demonstrate applicable experience and meet the City's insurance requirements. Submissions must detail previous experience with five project examples, identify key personnel roles, and document project team experience regarding schedule and budget success. Applicants must submit SOQs electronically in PDF format to [email protected] or by mail before 4:00 PM on October 23, 2026. Questions are due in writing by October 16, 2026. A selection committee will evaluate proposals based on 100 total points: previous experience (40 points), key personnel (20 points), and previous project team experience (20 points).
