Lottery and Concessions Management Services

Oneida County is soliciting proposals for RFP No. 2026-460 to provide concessions and New York State Lottery sales in a 386-square-foot storefront on the first floor of the Oneida County Office Building in Utica, NY. The buyer requires daily operations between 9:00 A.M. and 4:00 P.M. on all County workdays, with strict prohibitions on tobacco sales, smoking, and on-site food preparation excluding beverages. The selected operator must provide new or used energy-efficient equipment in excellent condition, manage security and janitorial cleaning for the space, obtain required Oneida County Health Department permits, and maintain specific insurance coverages. Only USA organizations are eligible to submit proposals, and subcontracts for operating the concessions are strictly prohibited. Proposals must include a sample menu with pricing, a business plan with an operating budget stating any proposed lease fee, evidence of relevant experience, and references. Oneida County will evaluate submissions based on management experience, ability to offer reasonably priced food and beverage options, ability to provide grab-and-go lunch options, and the proposed lease fee.
