Domestic Violence Advocate Service

Torrance County requires a Domestic Violence Advocate to provide professional services, strategic leadership, management, and direction for all operations of its domestic violence program in Estancia, New Mexico. The contractor will manage programs, coordinate county court systems, provide compliance reports, monitor courts, and collaborate with advocacy groups, community stakeholders, and law enforcement. Eligible applicants are onshore US organizations capable of performing the work onsite for a one-year contract term. Offerors must submit one sealed proposal divided into separate Technical and Cost binders, including one original hard copy, one redacted hard copy, and an electronic copy on a USB or CD. Applicants must submit all questions by October 15, 2026, and deliver final proposals by November 19, 2026. The evaluation committee will assess proposals based on organizational experience, business references submitted via the Organizational Reference Questionnaire, mandatory specification experience, and cost.
