Workday Human Capital Management and Payroll Implementation Solution

The County of Santa Barbara needs a vendor to provide Phase II Workday Human Capital Management (HCM) and payroll implementation services. The requested scope includes prototype system configurations, structured prototyping, data migration from legacy systems like ESS+, reporting and analytics, standard API integrations, Workday user security, defect remediation, and at least 90 days of post go-live support. Performance of the work must occur offsite at the vendor's office premises. Only USA onshore organizations are eligible to bid. Proposers must register and submit proposals electronically through the County of Santa Barbara Public Purchase website. Submissions by mail, fax, or email are not acceptable. The proposal submission deadline is November 6, 2026, at 2:00 p.m. PST. The County hosts a virtual pre-proposal conference on October 12, 2026, from 9:00 a.m. to 10:30 a.m. PST, and answers verbal questions via addendum on October 16, 2026. Applicants must submit a completed Attachment 8 Functional Requirements response workbook, two knowledge transfer documentation examples, Attachment 10 Reference Form, Attachment 12 Implementation Profile, a signed Attachment 19 Vendor Acknowledgement, and Attachment 18 Pricing Sheet. Proposers must base pricing on transaction or volume-based licenses and provide a detailed cost breakdown.
