Rapid Response Environmental Services

The Tarrant Regional Water District seeks Statements of Qualifications for rapid response environmental services in Texas to manage hazardous and non-hazardous materials. The selected contractors must operate a 24-hour telephone line, deploy a site supervisor within requested response times, coordinate permitting and qualified subcontractors, and perform containment, cleanup, transportation, and disposal tasks. Eligible vendors must be based onshore in the United States. Applicants must submit their responses electronically through the OpenGov procurement portal by Tuesday, October 20, 2026. Evaluators will score proposals using a 100-point scale based on the firm and key personnel qualifications (40 points), project approach and rapid response plan (30 points), and references (30 points). TRWD may hold interviews with up to three top-ranked firms before selecting vendors for indefinite delivery, indefinite quantity contracts.
