Investment Plan Service

The Minnesota Department of Transportation (MnDOT) seeks a vendor to provide an investment plan service for the Minnesota State Highway Investment Plan. The selected consultant must develop a communications strategy, analyze public and stakeholder input, conduct trend analyses and revenue projections, review the Advancing Transportation Equity Initiative, and assist with scenario development and final investment directions. Eligible USA-based onshore organizations must submit a complete response, including a separately signed Cost Proposal PDF, by email to the designated Contract Administrator and [email protected]. Submissions are due by 2:00 PM Central Time on October 23, 2026. MnDOT estimates the total contract cost will not exceed $425,000.00. Evaluation follows a 100-point best-value scale where qualifications and technical criteria account for 70% of the score and the cost proposal accounts for 30%. Required submission documents include a signed proposal, cost proposal, responder declarations, exceptions to terms, and various workforce and conflict disclosure forms.
