ADA Disability Consulting Services

The City of Pasadena Human Resources Department seeks qualified firms or consultants to provide comprehensive ADA disability consulting services for a one-year contract term. The requested scope includes creating essential functions job analyses, conducting timely interactive processes for industrial and non-industrial matters, performing FEHA/ADA consulting, managing fitness-for-duty cases, and reviewing or developing disability compliance policies and programs. Work performance will take place onsite. Qualified onshore U.S. applicants must have five or more years of current experience providing ADA consulting services and supply at least three professional references. Proposals must be submitted digitally via email or online, separated into technical and price proposals without pricing in the technical portion. Applicants must include a cover letter, a detailed work plan, a project schedule, required attachments, and a comprehensive price proposal outlining all total and detailed costs. Questions must be submitted through the City's eProcurement Portal Q&A function by October 13, 2026, before 2:00 pm. Evaluation involves a separate review of the non-price technical elements and the price proposals, with final scoring prioritised by weighted criteria. Selected vendors must provide an IRS Form W-9, business licenses, required certifications, and insurance within 10 calendar days of notification.
