Technology Focused Projects Research, Design, Development, and Deployment Service

Open Technology Fund (OTF) requires vendors to provide technology-focused research, design, development, and deployment services for its Rapid Response Fund. The scope includes web hosting, digital attack and forensic analysis, censorship response, web application security audits, digital security support, and document translation. OTF intends to award multiple Time and Materials contracts featuring Labor and Travel/Other Direct Cost budget categories. Only onshore U.S. organizations are eligible to apply, and applicants must not be suspended, debarred, or excluded on sam.gov or OFAC lists. Bidders submit digital proposals via email to [email protected] by November 23, 2026, at 11:59 PM EST, with questions due by October 28, 2026. Proposals must include requested services, language proficiencies, fully-loaded hourly rates for up to 5 labor categories, qualifications, institutional capacity, and work examples. OTF evaluates proposals based on adequacy, completeness, experience, qualifications, prior work, and price relative to the applicant's expertise.
