Employee Assistance Program Services

Atlantic County Government seeks proposals to provide an Employee Assistance Program (EAP) for approximately 1,720 eligible full-time and part-time county employees and their dependents. The selected provider must deliver offsite services, maintain at least two offices in Atlantic County, and offer self-referrals, supervisory referrals, immediate phone counseling, telemedicine, and a minimum of six face-to-face counseling sessions covering issues such as mental health, substance abuse, and financial pressures. Eligibility is restricted to USA-based organizations that demonstrate substantial experience operating an EAP, provide at least three references, and supply valid business registration proof. Proposals are evaluated based on experience and credentials, application completeness and clarity (20%), accessibility via Atlantic County offices, and price reasonableness. Applicants must submit an hourly rate for onsite coaching, training cost breakdowns, and a proposed fee per employee. The resulting contract will run for 12 months from January 1, 2027, through December 31, 2027, with the requirement that ongoing sessions started during the term continue beyond the expiration date at no additional cost.
