Scope of work
- Review and analyze Ohio Gas Company's Application, Alternative Rate Plan, and proposals
- Evaluate projected capital expenditures and categories of investments proposed for CEP recovery
- Evaluate the proposed seven-year CEP authorization period and interaction with future rate proceedings
- Evaluate proposed annual CEP Rider review process and reporting requirements
- Provide technical support on assessment of proposed CEP and CEP Rider in PUCO proceedings
- Prepare for and attend depositions, and provide deposition testimony if required
- Provide technical assistance for pre-hearing or settlement conferences
- Provide technical assistance for post-hearing briefs and evaluation of issues for rehearing or appeals
Minimum qualifications
- Substantial experience in evaluating natural gas utility capital planning and expenditures
- Experience evaluating necessity and prudence of utility investments
- Experience in capital project management and prioritization
- Experience with capital expenditure programs and associated cost recovery mechanisms
- Three references for contracts of similar size and complexity completed within the past five years
