Owner\'s Representative Services

The City of Springfield, MO requests a consulting engineering firm to act as an extension of City staff by providing owner's representative services for the Connect West SGF - an UnGap the Map project. The selected firm will help connect disconnected urban trails to provide a fully connected trail system from westside neighborhoods to natural green space, regional parks, economic opportunities, and downtown Springfield, filling gaps in economically distressed neighborhoods. To be eligible, bidding organizations must be USA-based, prequalified with MoDOT, and listed on MoDOT's Approved Consultant Prequalification List. Applicants must submit a Letter of Interest and a Statement of Qualification of no more than 25 pages digitally via email, online, or physically to the Busch Building in Springfield, MO by 5:00 pm on October 29, 2026. Interested firms are highly encouraged to attend a pre-submission meeting on October 19, 2026, at 10:00 am, held in-person at the Transportation Management Center or virtually by requesting a link from Evan Bergmann. The buyer requests proposals for the project budget, and work will be performed offsite.
