Construction Project Management Services

The Chesterfield-Marlboro Economic Opportunity Council, Inc. (CMEOC) requests proposals from qualified professional firms and individuals to provide construction project management services for a project at 801 Country Club Drive in Bennettsville, South Carolina. The selected project manager will act as the owner's representative across pre-construction planning, procurement, demolition of existing school structures, new Head Start facility construction, site improvements, and closeout. The project scope includes review of project goals, budgets, schedules, cost estimates, constructability, and regulatory compliance with Head Start Program Performance Standards and funding requirements. Qualified applicants must be based in the USA, perform work onsite, and possess a minimum of five years of construction project management experience, including overseeing demolition and new construction projects. Submissions are evaluated out of 100 total points based on relevant project experience (30 points), qualifications of key personnel (25 points), project management approach (20 points), references and past performance (15 points), and cost proposal (10 points). Applicants must submit proposals including an authorized signature, key personnel resumes, at least three comparable project descriptions, three professional references, and a cost proposal featuring a proposed fee structure and estimated total cost. Electronic and three hard copies of the proposal are due by October 20, 2026, and the contract term runs from award through final project completion.
