Independent Audit Services

The City of Santa Fe, Texas, is soliciting Statements of Qualifications from licensed certified public accounting firms to provide annual independent financial audit services. The requested scope includes performing annual audits of the City's financial statements, its 4B Economic Development Corporation, and Single Audits when required, alongside non-attest services such as preparing Data Collection Forms. The contract term covers an initial period of three fiscal years (FY2027 through FY2029) with two optional one-year renewals for FY2030 and FY2031. Work will be performed offsite, with draft reports due by March 1 and final reports due by March 15 following each fiscal year end. Eligibility is limited to licensed certified public accounting firms that have performed at least three audits of Texas municipalities. Applicants must maintain GAGAS-compliant continuing education for assigned staff and possess at least $1,000,000 per claim in professional liability insurance. Written questions must be submitted by email to the Finance Director by October 19, 2026, at 5:00 p.m. CT. Submittals are due by October 27, 2026, at 2:00 p.m. CT. Applicants must submit one signed original, three copies, and one searchable PDF on a USB drive to the City Secretary, accompanied by a separately sealed fee proposal; emailed and faxed submittals will not be accepted. The City will evaluate applicants based on demonstrated competence and qualifications, opening only the top-ranked firm's fee proposal to negotiate fees.
