Strategic Plan Consulting Support Service

The Eugene Water & Electric Board requires consulting services to develop a future-ready, research-informed strategic plan to guide its operations and initiatives over the next 5 to 7 years. The selected vendor must provide facilitation expertise, engage internal and external audiences, conduct long-term strategic foresight trend research, and build future scenarios to test strategies offsite. Only United States onshore organizations are eligible to bid. Proposers must submit electronic proposals through the OregonBuys bid site by Tuesday, October 13, 2026, at 2:00 PM PT, as emailed submittals will not be accepted.
