Fiber Cable Construction Services

The Development Authority of the North Country requires a vendor to furnish all materials and labor for fiber cable construction services for the Borkowski Road Wireless Tower in Watertown, New York. The requested scope includes installing optical fiber via aerial and underground methods along highway or electric line right-of-ways, constructing 2,000 feet of new aerial strand, attaching to 14 new poles, and supplying and installing two new 40-foot class 4 wooden utility poles. The contractor must also perform fiber pulling through 9,000 feet of new contractor-installed conduit and 400 feet of customer-supplied conduit, alongside directional drilling, vibratory plowing, fiber lasing, anchoring, and splicing. Eligibility is limited to USA onshore organizations. Bidders must submit their responses digitally via email or online, and they must submit all questions no later than October 22, 2026. Applicants must complete a Vendor Responsibility Questionnaire located in Appendix B of the solicitation documents and enter into a contract incorporating standard terms and mandatory clauses if awarded.
