Grants Management System

The Arkansas Department of Transportation (ARDOT) Local Programs Division is issuing this Request for Information (RFI) to gather marketplace information regarding grant management software solutions. ARDOT needs a grant management system to provide an online subrecipient portal, configurable workflow engines, collaborative application features, automated scoring, milestone tracking, data validation, and post-award administration. This RFI is strictly for information and planning purposes, and ARDOT will not award a contract or provide funding from this request. Eligibility is restricted to onshore USA organizations. Offsite performance is permitted. Vendors must submit questions to Bid Express by 11:59 PM CDT on October 23, 2026. Electronic responses must be emailed to [email protected] by 12:00 AM CDT on November 2, 2026. Submissions must include a narrative of up to five pages, cover company qualifications and implementation approaches, complete a required Appendix A, and exclude all pricing information. Vendors may also include an optional software demonstration recording under 15 minutes.
