Cognos and Power BI Support Services

The San Diego Association of Governments (SANDAG) is seeking consulting services for solicitation number SOL1623687 to support its IBM Cognos reporting environment and assist with migrating reporting capabilities to Microsoft Power BI. The selected consultant must review Cognos usage, analyze report complexity, survey agency stakeholders, and deliver fully developed Power BI reports, dashboards, and visualizations. Work must be performed offsite, and key staff must possess experience debugging Power BI and Cognos reports, engaging IBM Support, and designing external Python processes for stored procedure-like activities. Eligibility is limited to onshore U.S. organizations. Additionally, proposers, subconsultants, and personnel must successfully pass state and federal fingerprint-based background security clearances and satisfy all Criminal Justice Information Services (CJIS) and California Law Enforcement Telecommunications System (CLETS) compliance requirements before performing work or accessing systems. All questions regarding the RFP and requests for exceptions to insurance or indemnification language must be submitted by October 23, 2026, at 1:00 PM PST/PDT, while final proposals are due by October 30, 2026, at 1:00 PM PST/PDT. SANDAG intends to award one contract for a three-year term, with an estimated budget range of $300,000 to $360,000 funded entirely by local sources.
