Energy Modeling Software

The State of New Mexico Public Regulation Commission requires energy modeling software to perform independent, transparent, and defensible analyses for regulatory proceedings. The software must run on Windows 11 for offsite, on-premises deployment, support both nodal and zonal analyses, and offer offline installation and licensing. Additionally, the solution must provide compatibility or conversion with inputs from major electric investor-owned utilities, export data in non-proprietary formats, record inputs and results in a tamper-evident manner, offer unlimited read-only access, and include an automated interface for batch runs. Only onshore USA organizations are eligible to apply, and vendors will perform work at their own office premises. Applicants must submit proposals electronically by November 2, 2026, and send all questions by October 19, 2026. Required submission materials include mandatory technical specifications, organizational experience details, a Cost Response Form, a Letter of Transmittal Form, and a Campaign Contribution Disclosure Form. Proposals are evaluated based on organizational experience, mandatory specifications, campaign contribution disclosure compliance, and cost factors.
