Grant Writing and Management Services

Northumberland County, Virginia needs qualified individuals, firms, or organizations to provide contractual grant writing, administration, and management services. The requested scope includes identifying grant opportunities, writing applications, developing budgets, managing post-award administration, preparing audit documentation, and supporting multi-year grant planning. USA-based onshore organizations are eligible, and work will occur offsite. The contract term is for one year, and the buyer is seeking fee proposals to evaluate total costs. Applicants must submit one original printed proposal and one PDF or Word version on a memory stick to the County by mail or hand delivery by October 29, 2026, at 2:00 PM. All written questions must be directed to Luttrell Tadlock by October 23, 2026. Proposals must include a completed cover sheet, a signature from an authorized representative, client references, and a fee proposal with firm prices for at least 90 days. Evaluation relies on four criteria: qualifications and experience of the firm and staff (35 points), relevant experience with Virginia local governments or rural counties (35 points), quality and feasibility of the proposed approach (20 points), and cost and value of services (10 points).
