Corridor Planning Study Services

The Licking County Area Transportation Study, in association with the Ohio Department of Transportation (ODOT) District 5, the City of Newark, the Village of Hanover, and Licking County, is soliciting statements of qualifications for professional planning and engineering services to prepare the SR 16 (East of Newark) Corridor Planning Study. Required scope includes project management and coordination, data collection and existing conditions analysis, defining the environmental study area, and recommending a screened corridor strategy. Only onshore USA organizations prequalified by ODOT in the applicable work categories are eligible to submit proposals. Work must be performed offsite at the vendor's office premises. A pre-submittal meeting takes place on October 13, 2026. Technical questions are due by October 20, 2026, and all questions and answers will be posted publicly by November 4, 2026. Applicants must submit one original, two copies, and two electronic copies on flash drives to the Commissioner's office in Newark, Ohio, by December 1, 2026, at 3:00 p.m. EST. Proposals are evaluated using a qualifications-based selection process focused on firm and key personnel experience (30 points) and relevant project experience (30 points). Price is not scored during selection, and LCATS will negotiate fees with the top-ranked firm starting March 1, 2027.
