Adult Learner Strategy and Organizational Design Consulting Services

Snow College seeks adult learner strategy and organizational design consulting services to perform a market and opportunity analysis, optimize adult student experiences, and establish a permanent leadership and staffing model. The awarded vendor will deliver offsite consulting, execute a detailed work plan, and submit six required deliverables to support institutional design before the college fills a permanent adult learner leadership position. Eligibility is limited to onshore, USA-based organizations with comparable experience serving rural community colleges, regional public institutions, and adult or geographically dispersed populations. Vendors must submit proposals organized into a letter of transmittal, executive summary, detailed discussion, project team details, work samples, and a firm fixed-price cost proposal provided in a strictly separate file. Questions are due no later than October 23, 2026, and digital responses can be submitted via email or online. Proposals will be evaluated based on total cost alongside experience in rural community colleges, institutional organizational design, and process redesign. Vendors earning over 270 out of 450 technical points in the initial evaluation will participate in a 45-minute interview and presentation. The contract will be awarded based on optimum value to the college and includes an optional six months of post-acceptance implementation coaching.
