SCADA Maintenance and Support Services

Ventura River Water District seeks a qualified onshore USA organization to provide on-call Supervisory Control and Data Acquisition (SCADA) maintenance, troubleshooting, programming, support, documentation, and technical services for its potable water system in Ojai, CA. The selected consultant must provide 24/7 emergency support, assist with system modifications and upgrades, provide field reports after site visits, and support future SCADA upgrade planning. Interested vendors must submit a PDF proposal of no more than 10 pages via email to [email protected] by November 2, 2026, at 4:00 PM. A pre-bid meeting takes place on October 13, 2026, and all written questions must be submitted by October 28, 2026. Proposals must include a cover letter, a 90-day validity statement, team resumes, relevant utility experience, and a cost proposal detailing hourly rates, overtime rates, reimbursable expenses, and materials costs. The buyer evaluates proposals based on overall qualifications, experience with potable water utility SCADA systems, project approach, team availability, responsiveness, cost proposal, and overall value. The District anticipates awarding the contract on November 18, 2026, and compensation will follow approved hourly rates and reimbursable costs subject to a potential annual budget limit or not-to-exceed cap.
