Visitor Assistance Program Service

The Hawaiʻi Tourism Authority, an agency of the Department of Business, Economic Development, and Tourism, requires a contractor to design, implement, and manage a Visitor Assistance Program (VAP) for Maui County. The contractor must provide direct visitor assistance, emergency support services, coordination and partnerships, partner engagement and outreach, and program administration and accessibility while prioritizing timeliness, cultural sensitivity, and trauma-informed response. Only USA organizations are eligible to submit proposals for this opportunity. Offers must be submitted electronically through the State of Hawaiʻi eProcurement System (HIePRO) by 2:00 p.m. Hawaiʻi Standard Time on November 16, 2026. An evaluation committee will score proposals based on set criteria, with total price scored from 0 to 6 points using a specific formula where the lowest proposed cost receives the maximum available points.
