Background Check and Financial Screening Services

The Metropolitan Council requires a contractor to provide comprehensive background check and financial screening services for all agency positions through a secure web-based online system. The requested scope includes conducting federal and county criminal checks, national sex offender registry checks, social security and address verifications, credit reports, and employment, education, license, and reference verifications on an as-needed basis. Only United States organizations are eligible to bid, and the work requires onsite performance in St. Paul, Minnesota. Proposers must submit their proposals electronically via QuestCDN by November 12, 2026, at 4:00 PM CST. Questions regarding the solicitation are due by October 23, 2026, following a pre-bid meeting on October 22, 2026. Required submission materials include a technical proposal, a detailed price proposal covering offered background check packages, a Subcontractor Information Form, a Conflict of Interest disclosure, and specific state workforce and equal pay certification documents. An evaluation panel will assess proposals based on proposal quality, proposer qualifications and experience, the service delivery plan, and price, with price carrying approximately equal importance to all non-price factors combined.
