Mobile Communication Capture and M365 e-Discovery Integration Solution

The Los Angeles County Department of Children and Family Services needs a fully managed Software-as-a-Service solution to capture and integrate mobile communications into Microsoft 365 eDiscovery for approximately 7,000 users. The requested scope includes near-real-time or continuous capture of SMS and MMS text content, full metadata, and voicemail audio files across multiple carriers, while maintaining chain-of-custody integrity during transfer into Microsoft 365 data boundaries. The solution must operate offsite on Intune-managed Apple iOS and Android devices—including corporate-owned and BYOD smartphones—and provide search, retrieval, reporting, data export, role-based access controls, and multi-factor authentication without retaining DCFS data beyond temporary needs. Only USA onshore organizations are eligible to bid. Bidders must possess five years of business experience, have worked in a large-scale environment, and provide references for projects demonstrating similar functional requirements; authorized resellers must provide documentation that the proposed solution meets all specifications. Bidders must submit responses digitally via email or online, and must complete and return the specifications form detailing any variances from the listed requirements to avoid bid rejection.
