Data Telecommunications Services

The Maryland Department of Information Technology needs data telecommunications services under Functional Area IV (Commodity Internet Service Delivery) to connect specified State aggregation locations to corresponding termination points. The contractor must maintain end-to-end network availability at 99.7% uptime, deliver 24x7x365 maintenance support, and complete transition-in within 60 days of the notice to proceed. Performance occurs on site in Maryland across a two-year period. Only Master Contractors under the Data Telecommunications Services Master Contract F50B4400028 who are US onshore organizations are eligible to bid. Interested master contractors must submit their technical and financial proposal documentation via email through eMMA to Procurement Officer Cherise Edmonds by October 26, 2026, at 2:00 PM EST. Required submissions include a Word proposal document, an Excel price sheet, a signed PDF price sheet with fully loaded rates valid for 120 days, and a signed Conflict of Interest form. The buyer will evaluate proposals based on the lowest proposed price for each location and Functional Area, calculated using monthly recurring charges, taxes, surcharges, connection fees, and special construction charges. DoIT intends to make separate purchase order awards for each location to the responsible offeror submitting the most advantageous proposal.
