Cloud-Based eProcurement and Contract Management Platform

The Chicago Metropolitan Agency for Planning (CMAP) is seeking proposals from onshore US organizations to deliver a cloud-based (SaaS) eProcurement and contract management platform. The selected vendor must provide implementation, configuration, data migration, software hosting, ongoing support, and integration with Microsoft Dynamics 365, Microsoft Entra ID, and Microsoft 365. The scope includes contract lifecycle management features, custom workflows, system testing, and 30 days of post-go-live hypercare support. Vendors perform the work offsite. Eligible bidders must possess a valid and active System for Award Management (SAM) CAGE Code. Prospective respondents must email an Intent to Bid form to [email protected] by October 30, 2026, at 5:00 PM CT. Final proposals must be emailed in PDF format to the same address. CMAP will hold an optional pre-proposal conference on October 21, 2026, and written questions are due by November 4, 2026. Proposals must include a PDF work plan, Price Proposal Detail, client examples, references, a CAGE Code Report, and various signed certifications and questionnaires. Submissions missing required documentation will be deemed unresponsive.
