Database Management Administration Software

The buyer requires database management administration software for Building Performance Colorado. The requested scope includes designing, developing, implementing, and hosting a secure, scalable offsite database solution to receive, consolidate, and process energy benchmarking and compliance data from building owners through ENERGY STAR® Portfolio Manager®. The awarded offeror must also identify, test, and deploy AI and ML capabilities across the system, as well as maintain an online interactive GIS mapping service connected to the central database for public data disclosure. Only onshore USA organizations are eligible to bid. All questions regarding this solicitation must be submitted no later than October 23, 2026. Offerors must complete, physically or electronically sign, and return the Offeror Response Signature Page alongside their complete proposal submission. Evaluators will use a total value evaluation method based on mandatory pass/fail requirements, demonstrated organizational and personnel experience, compliance with accessibility requirements, quality of the work plan approach, and a fair and reasonable cost proposal.
