Waiting and Transfer Lists Independent Audit Service

The Bethlehem Housing Authority seeks a qualified management or consulting firm to perform offsite independent audit services for its waiting and transfer lists and related practices. The scope requires a 100% review of admissions and transfers from October 1, 2024, through September 30, 2026, and a 10% sample review for October 1, 2022, through September 30, 2024. The firm must also review policy documents for compliance with regulations, including the Violence Against Women Act. Eligibility is limited to onshore USA organizations with at least three years of experience in housing program compliance reviews and demonstrated previous experience working with Public Housing Authorities. Submissions are due by mail or hand delivery to 645 Main Street by October 30, 2026, at 2:00 PM Eastern Daylight Time. Questions must be submitted at least seven calendar days prior to the proposal due date. Proposals must include a scope and approach, three Public Housing Authority references, key personnel CVs, required affidavits, standard insurance proofs, and a completed Staffing and Cost Schedule. BHA will evaluate proposals out of 100 total points, allocating 45 points for familiarity and experience, 40 points for project approach and methodology, and 15 points for cost.
