Professional Electronic Benefit Transfer Transaction Processing Services

The Delaware Department of Health and Social Services, Division of Public Health seeks professional services for WIC Electronic Benefit Transfer (EBT) transaction processing. The selected vendor must manage EBT transactions, ensure real-time purchase authorizations, support benefit delivery and account management, interface with the state's Management Information System, certify POS systems, produce EBT cards, and handle transaction settlement, reporting, and customer service. Performance of the work will be offsite, and the vendor must be an onshore USA organization. Proposals must include a transmittal letter, vendor information, non-collusion statement, exception form, confidentiality form, business references, experience documentation, and a detailed budget proposal. Subcontracting is not permitted for this solicitation. The state estimates awarding the contract on March 9, 2027, with a project start date of December 1, 2027.
