Macon-Bibb County is seeking professional consulting services for the Safe Streets and Roads Vision Zero Action Plan Update. The selected onshore vendor will perform offsite work to provide online and neighborhood engagement, community surveys, interactive mapping, crash trend analysis, systemic low-cost safety improvements, and GIS geodatabases. Required deliverables also include project prioritization strategies, planning-level cost estimates, countermeasure toolboxes, and public presentation graphics while maintaining compliance with applicable SS4A grant requirements. Only USA organizations meeting the minimum qualification of three years of experience providing these services are eligible to bid. Minority, Women Owned, and Disadvantaged Business Enterprises are encouraged to participate. Submissions must be delivered by 12:00 PM EST on November 12, 2026, containing an original proposal, five copies, a flash drive, and a price proposal in a separate sealed envelope. Applicants must include a Price Proposal Form, Proposer Qualification Form, E-Verify Affidavit, Non-Collusion Affidavit, and federal contracting documentation. A non-mandatory pre-bid conference takes place on October 21, 2026, at 10:00 AM, and all questions must be submitted by October 23, 2026, at 3:00 PM EST. Proposals will be evaluated based on relevant Vision Zero/SS4A experience (10%), project implementation and technical safety experience (10%), and pricing (5%).
