Code Conversion and Database Modernization Services

The South Carolina Public Employee Benefit Authority needs a vendor to provide offsite code conversion and database modernization services. System modernization occurs across three phases: Proof of Technology, Insurance Systems, and Retirement Systems. The core system and portals must maintain equivalent functionality and performance as the existing infrastructure. Only USA organizations are eligible to bid on this opportunity. Final offers must be submitted online at the South Carolina procurement website by January 4, 2027, at 11:00 AM. Applicants must submit a firm, fixed, all-inclusive total price with detailed cost breakdowns and milestone-based payment schedules. Proof of Technology milestone payments cannot exceed $250,000.
