Electronic Home Monitoring Services

Scott County needs a vendor to provide electronic home monitoring services for approximately 120 clients per day in Shakopee, Minnesota. The required scope includes keeping active radio frequency, GPS, and alcohol monitoring equipment maintained and available, conducting client intake and orientation, performing case management, handling violation management, and collecting administrative fees. US organizations are eligible to bid, and performance of the work will occur offsite. The initial contract term is two years, running from approximately March 1, 2027, to February 28, 2029, with options to extend for up to three additional one-year periods. Vendors must submit questions electronically or in writing to Kelly Durkin-Loo by October 30, 2026. Proposals must be submitted digitally via email by November 13, 2026, at 2:00 p.m., with the budget or cost proposal placed in a separate file. Pricing must remain valid for up to 120 days following the RFP closing date.
