Passenger Vessel

The Military Sealift Command, Strategic Sealift Program Support Office (N103A), requests information regarding the price and availability of one U.S.-flagged, Jones Act-qualified, and coastal-rated passenger transfer vessel. The required scope includes operating in and around Hawaii from November 23, 2026, through February 28, 2027, to safely transfer up to 44 government personnel and 10 pallets of supplies to and from Ohio-class submarines. The selected contractor must provide a vessel that is USCG Subchapter T certified, at least 90 feet in length, and capable of operating up to 250 nautical miles from Pearl Harbor. Additional requirements include holding a Secret facility clearance, employing a master and crew with Secret clearances who are U.S. citizens, and offering a crane system capable of lifting 1,000-pound loads. This request for information does not commit the government to contract for services or pay for preparation costs. Submissions must include company contacts, vessel characteristics and certifications, daily rates, business size status under NAICS code 483111 (with a 1,050-employee limit), and confirmation of vessel availability in Pearl Harbor by November 23, 2026.
