State Lobbying Services

The buyer needs an individual or firm to provide state lobbying services and representation before the Senate, Assembly, Governor's office, and key state agencies in Sacramento, California. The scope includes discovering, researching, and lobbying issues related to energy policy, local government, municipal finance, tax incentives, public employee retirement, electric utility environmental issues, alternative fueled vehicles, climate change, and greenhouse gases. Only USA onshore organizations are eligible to bid, and performance of the work can occur onsite or offsite. Applicants must submit their proposals digitally via email or online, and the buyer is currently looking for budget proposals. The buyer requires all questions to be submitted no later than October 30, 2026, following a pre-proposal meeting on October 27, 2026. The resulting contract term will last for five years.
