Point of Sale and Card System Replacement Service

Washburn University requires a vendor to provide a comprehensive, cloud-based campus card and dining services solution, including a Point-of-Sale system, Meal Plan Management platform, and card production system integration. The requested scope includes supporting dining, retail, convenience store, catering, and campus service operations while integrating with existing university systems and third-party applications. The solution must handle meal plans, stored-value accounts, mobile credentials, payment processing, offline transaction storage, and real-time reporting while meeting all security and PCI compliance standards. Performance of the work will be conducted offsite. Only USA onshore organizations are eligible to bid. Interested vendors can submit proposals digitally via email or online, with all questions due no later than October 30, 2026. Bidders must indicate whether their proposed solution meets, partially meets, does not meet, or exceeds each technical requirement. Additionally, vendors must identify all one-time and recurring costs, as the university is looking for full cost proposals.
