Psychiatric Services

The Rhode Island Department of Corrections needs a vendor to provide on-site psychiatric evaluation, assessment, and treatment services for awaiting-trial and sentenced incarcerated populations located in Cranston, Rhode Island. The scope includes providing licensed psychiatrists (M.D. and/or D.O.) and Psychiatric Clinical Nurse Specialists, delivering court documents when necessary, offering consultation, and maintaining malpractice insurance and facility security requirements. Eligible bidders are restricted to onshore, USA-only organizations. Bidders must submit a technical proposal containing staff qualifications and resumes, vendor capability and experience, a work plan, and approach/methodology. Applicants must also submit a completed Exhibit A: Cost Proposal detailing personnel rates, a Supplemental Bidder Attestation Form, and MBE, WBE, and/or Disability Business Enterprise Participation Plan forms. All questions regarding the solicitation must be submitted no later than October 27, 2026. Technical proposals are evaluated out of 70 points and must score at least 55 points to advance to cost evaluation. Up to 30 points are awarded for the cost proposal, and up to 6 bonus points are available for ISBE participation, for a maximum score of 106 points.
