Education Plan Implementation Support Contractor Service

The High Desert Education Service District seeks a contractor to execute an accelerated six-month foundation phase to jumpstart implementation of the 2026-2032 Oregon STEM Education Plan across 13 STEM Hubs in Oregon. The selected contractor must build a five-year statewide implementation roadmap, facilitate monthly STEM Hub network meetings, draft a shared measurement framework, and develop early messaging materials for partner engagement. Eligibility requires onshore vendors located within the USA with demonstrated experience facilitating statewide or regional education networks. Interested parties must submit written questions to Tracy Willson-Scott by November 2, 2026. Applicants must submit a single PDF proposal of no more than 12 pages via email to [email protected] by November 20, 2026, at 5:00 PM Pacific Time. Proposals will be evaluated out of 100 points based on criteria including qualifications, project approach, timeline delivery, and cost reasonableness. The contract period spans one year, with all required deliverables due by June 30, 2027. The maximum available budget for this solicitation is $100,000.00.
