Redevelopment Counsel Services

The Jersey City Redevelopment Agency seeks sealed qualification statements from individuals or firms to provide legal counsel services on redevelopment matters. Assigned on an as-needed basis, the selected counsel will work closely with executive staff to provide representation in litigation, redeveloper agreements, condemnations, abandoned property procedures, environmental regulations, bonding, real estate, and board meetings. Eligible USA-based respondents must submit one original bound copy and one PDF electronic copy of their statement alongside a completed checklist, required forms, and notarized documents by 10:00 AM on November 6, 2026. Submissions must be delivered to Ioanna Stathi by mail or hand delivery, as facsimile and email submissions will be rejected. The contract term runs for one year, from January 2027 through December 2027, and proposals must remain valid through December 31, 2026. The agency will evaluate responses based on the most advantageous terms, considering experience and reputation in the field, fee proposals, availability for meetings, specific legal and government experience, and general proposal content. Successful respondents must also comply with mandatory equal employment opportunity requirements and submit a New Jersey Business Registration.
