Municipal Support Services

The Government of Nunavut department of Transportation & Infrastructure Nunavut is issuing this Request for Proposals to enter into one or more Standing Offer Agreements (SOAs) for municipal support services. Qualified firms will provide technical advice, assistance, and offsite professional services to the Municipal Corporations of Nunavut and their agencies across six subject areas: Architectural/Engineering Professional Services, Building Condition Assessments, Project Inspection Services, Geotechnical & Granular assessments, Topographic & legal survey, and Project Management. Requested scope includes studies, investigations, design services, risk analyses, value engineering, cost estimation, audits, and stakeholder liaison. Only Canadian onshore organizations are eligible to bid, and the resulting SOAs will not be available for use by Government of Nunavut departments. Bidders must download the solicitation directly from the Nunavut Tenders website to receive addenda notices. Submissions by e-mail will not be accepted. The proposal closing date is November 20, 2026, following the issue date of October 20, 2026. Proposals will be evaluated using NNI Regulations, which include a minimum 20% evaluation criterion for Inuit Labour worth up to 200 points. The buyer does not guarantee a minimum volume of work, and individual contracts will only be established through signed Service Requests.
