Internal Affairs Investigations Consultant Services

The City of Los Angeles Harbor Department requires a qualified consultant to provide offsite internal affairs investigation services for the Port Police. Scope requirements include reviewing initial personnel complaints and evidence, identifying relevant individuals, conducting interviews, obtaining statements, providing interview transcripts, and preparing comprehensive case reports. Only onshore, USA-based organizations are eligible to bid. Interested vendors must submit questions to Susana Eldridge via email at [email protected] by 3:00 p.m. on October 27, 2026. Proposals must be submitted by 3:00 p.m. on November 10, 2026. Submittals require a signed cover transmittal letter, firm qualifications, cost details, staff resumes, a Consultant Description Form, a letter confirming ability to meet insurance requirements, and CEC Form 50. Services will commence after the Board of Harbor Commissioners approves the contract.
